OSCF defines three levels of assurance.

AGVS-L1 — Basic

Simple gestures
Low-risk environments
Minimal interaction complexity

AGVS-L2 — Moderate

Multi-step gestures
Medium-risk environments
Retry control and risk awareness

AGVS-L3 — High

Complex gesture patterns
High-risk environments (e.g. banking)
Risk-based escalation
Strong replay protection
